What "balanced" actually means

Balance is two separate constraints and they fail differently. The first is longitudinal: where the load sits along the length of the deck. For road transport the centre of mass wants to be near the middle, and the usual working rule is to keep it inside the middle third — far enough forward that the drive axle has traction, far enough back that the front axle is not overloaded. Get this wrong and nothing looks unsafe; you simply fail at the weighbridge, because gross weight can be legal while an individual axle is not.

The second is vertical, and it is the one that turns into an accident rather than a fine. Rollover resistance falls as the centre of mass rises: the higher the load's centre of gravity relative to the track width, the less lateral acceleration it takes to tip the vehicle. This is why the standard advice to put heavy items on the floor is not tidiness — a dense pallet placed on top of light cargo can move the whole vehicle's centre of mass up by enough to matter on a roundabout taken at ordinary speed.

Neither constraint is visible in a utilisation figure, and neither is obvious from a packing list. They are geometric properties of where things ended up, which is exactly what a 3D plan can show you and a spreadsheet cannot.

Weight distribution on a trailer

Axle loading is the practical form this takes for anyone loading trucks rather than sea containers. A standard European semi-trailer and a 53 ft North American dry van have very different deck lengths, and the same pallet placed at the same position along each produces a different split across the axles.
